Tracy Haynes is a Branch Chief at the California Air Resources Board (CARB), where she has held key roles in the development and implementation of CARB’s marine regulations and incentive programs. Tracy currently leads the Freight Activity Branch, where she oversees the teams implementing CARB’s Commercial Harbor Craft Regulation and Ocean-Going Vessel regulations. Tracy has worked at CARB since 2015, and previously worked in air quality consulting for a variety of industries. Tracy holds master’s and bachelor’s degrees in environmental engineering from San Diego State University and is a licensed Chemical Engineer in California.
